Contrary to their stand to oppose Merger in their case. We deem it just and necessary to brief/ brush about RRBs four & half decades journey, aims, object of formation Viz. to supplement instead of supplant as Commercial and Cooperative Banks failed, particularly to verse youths about the truth. On the recommendations of M. Narsimham WG, through an ordinance dated 26.09.1975, 5 RRBs established on 02.10.1975, which at one stage reached 197 and as a consequence of Amalgamation process initiated by the GOI based on Prof. V. S. Vyas committee’s recommendations commenced since 12.09.2005, still on, this no. came down to 43, yet to be completed. Prof. Dantwala Committee (1978) commended laudable performance and strongly advocated not only to continue but also transfer business of CB branches to RRBs. AIGBWO now known AIGBWO and AIGBOO, in its General Council Meeting held at Jaipur in September 1984 resolved to constitute Rural Bank of India graced by our Philosopher, Inspirer and Guide Shradheyay Thengdi Ji. On May 13,1992 official meeting with Additional Secretary( Banking)’s chamber in Finance Ministry, as a consequence of persistent patronage and support by BJP n allied partners prominent amongst being senior council of ministers in present Government, Chief Ministers, an outline of the of Proposal of creation of NRBI was finalised subsequently on August 28,1992 meeting convened by RBI Governor attended by CMDs of major Commercial Banks, there was general agreement on establishment of NRBI. NABARD on 01.09.1992 sent communication to Director, MOF, New Delhi. Standing Committee on finance(1993-94) in its IV Report(Tenth Lok Sabha) and Standing Committee on Finance (2003, Thirteenth Lok Sabha) presented on 22-12-2003 recommended for setting up of NRBI comprising four tier namely Corporate Office, 15 Zonal Offices on pattern of SBI, existing 196 RRB HQs as ROs and Branches. Group of CMDs of selected PSBs, 2004 ( Purwar Committee) has recommended the amalgamation of RRBs on Regional basis, one each of Northern, Southern, Eastern, Western, Central & Eastern Regions rejected Merger n even making them subsidiary of Sponsor Banks. Bharatiya Mazdoor Sangh delegation led by BMS General Secretary, Prabhari Vitha, AIGBWO and AIGBOO on 05.08.2014 before then FM Sri Arun Jaitley Ji , on 05.09.2019 before present FM Mrs. Nirmala Sitharaman Ji latest on 10.03.2021 BMS high level delegation led by BMS General Secretary, Organising Secretary and All India Secretary n Incharge Financial Sector strongly pleaded for formation of Rashtriya Gramin Bank afresh. Pertinent to place on record that earlier on media report of reported IPPB n RRBs, it was inferred that RRBs status to remain. In statement showing Action Taken on the points Members of the Consultative Committee for Ministry of Finance in the VI meeting held on 10-08-1992 at Page No 36 Shri Ashis Sen(MP, RS) has categorically pleaded, ” It is not desirable to have a monolithic NRBI.” Sri Sen happens to be President of AIRRBEA at that juncture. AIRRBEA for the first time in 1989 in Meet the press at Bhopal Madhya Pradesh for the first pleaded for NRBI.As for as equal pay for equal work is concerned One Mr. G.S. Kaushik approached SC (132 of 1984), whereas, W.P. Nos. 7149-50 ( Rakesh Kumar Gautam & All India Gramin Bank Workers Organisation) were filed in yr 1982, please also refer/ peruse, Para 4.425 of NIT Award and we leave RRBians to understand the consequence in terms of monetary loss, thereof. Lastly, we assure that AIGBWO and AIGBOO are committed to establish NRBI to attain the cherished dream “RURBAN” n with support, guidance of BMS will leave no stone unturned. Rest in future.
