AIGBWO Foundation Day 06 April: Preface- Regional Rural Banks were established in the year 1975 as Commercial and Co-operative Banks failed to cater the needs of SF, MF n Landless Agriculture Labourer taking the Banking Services in hitherto far flung areas to supplement instead of supplant through an ordinance dated 26.11.1975 on October 02,1975. Five RRBs namely Jaipur Nagar Aanchalik Gramin Bank, Jaipur; Prathma Bank, Muradabad; Haryana Kshetriya Gramin Bank, Bhiwani; Gorakhpur Kshetriya Gramin Bank, Gorakhpur and Gaur Gramin Bank,Malda.

Once number of RRBs rose to 197 consequent upon Amalgamation at present 43 RRBs are functioning. On 02 October 1977 Gramin Bank Employee’s Union initially workmen later on Officers also joined, formed/ registered in Jaipur. AIBEA n INTUC expressed their inability to affiliate at that juncture Sri Prahlad Ji Bansal, NOBW come forward and affiliation with BMS n NOBW taken. NOBW & NOBO founder General Secretaries Sarva Sri Late Abha Ji Puranik and S. K. Fadnavis( Bala Saheb), Chairman Marathwada Gramin Bank Nanded, Maharashtra graced the Foundation Ceremony of AIGBWO Composit union known to be AIGBWO and AIGBOO since 01.07.1993,on 06 April,1980 at Jaipur. First All India Conference held on 16-17 January 1982 wherein resolved to file Case in Supreme Court on the Principles of Equal Pay for Equal Work, accordingly WP Nos. 7149-7150 of 1982 were filed praying to determine Equal Pay since 02.10.1975. SC directed Central Government to Constitute Tribunal to decide Pay, Salary and Allowances. Central Government constituted NIT under Chairmanship of Sri S. Obul Reddy, Retired Chief Justice, AP High Court. Tribunal pronounced the Award on 30.04.1990. NIT Para 4.425 Tribunal awarded ” What flows from my finding is that Officers and Employees will be entitled to Pay Salary Allowances and all other benefits at par with Sponsor Banks w.e.f. 01.09.1987 i.e. the date on which Central Government has referred the dispute to Tribunal. Initially then Central Government intend to contest AWARD on judicial front. AIGBWO agitated in and outside Parliament and on 17.08.1990 in the Cabinet Meeting held in Parliament to seek legal opinion, Sri Soli Sorab Ji, then Solicitor General gave it’s recommendations in the light of 26.11.1987 that decision of the tribunal shall be ” Final and Binding”, opined that the Award be implemented. AIGBWO team camped at New Delhi 04-07 February,1991, on 06.02.1991 AIGBWO delegation met with Sri Digvijay Singh Ji, then MOS Banking in Sri Chandrasekhar led convinced and accorded the approval of the AWARD. Sri C. W. Mirchandani on the same day wrote a letter addressed to Sri P. Kottiah, NABARD MD communicating therein about the Government’s decision. GOI in excercise it’s powers Second proviso sub section 1 of Section 17 issued orders on 22.02.1991. To eradicate anomaly under Chairmanship of R. C. Gupta, CGM constituted WG and once again AIGBWO pursued the matter with then FM Dr. Man Mohan Singh Ji, orders dated 20.03.1993, the decision of Central Government communicated by NABARD to RRBs. Allowances and benefits were revised as per Annexures VI & III of 1991, 1993 circulars, respectively. Government reluctant not to revise salary/ remuneration as per VI & VII settlements, in between tried to skuttle/ tinker Parity by establishing Mahalik Committee, outrightly rejected the recommendations. Central preferred SLP against Kerala HC impinged Judgement before Apex Court, AIGBWO & AIGBOO filed WP 516/2000 praying therein a) VI & VII settlements implementation, B) implementation of 29.10.1993 agreement on Computer Increment and Pension, deduction of PF at par with Sponsor Banks. Our Counsel Sri Sanghvi Ji’s arguments were so convincing as is texted in Judgment dated 31.01.2001, Kerala HC Judgement set aside, mandamus issued that Central Government will be duty bound to maintain Parity within reasonable time. GOI issued orders dated 11.04.2001 linking with operating profit. Regarding ambiguity in Para 1 of 11.04.01 orders met with then JS RRB Sri Shekhar Agrawal on 20.04.2001& on 25.04.2001 clarification orders as discussed were issued. Organisations filed Contempt Petition which were disposed off on 07.03.2002 delinking payments with operating profit, consequently orders dated 17.04.2002 were issued. On the pension issue Organisations have nurtured, financial and all logistic support to Pension Samiti followed with becoming party before Apex Court who pronounced it’s verdict on 25.04.2018 dismissed SLP filed against Rajasthan HC DB Judgment in 2012 , whereas ,left outfit has created hype as if Pension implemented then itself, rest is for us to understand them? As result of BMS top brass brand’s support an official appointment fixed on 29.05.2018 with then FM Sri Peeyush Goel Ji, AIGBWO and AIGBOO pleaded for expeditious implementation of Pension to all including Computer Increment/ FPP followed with 16-17 July, 23-24 July n on 24 July,18 met with Honourable Union Finance Minister in Parliament House led by Sri C. P. Joshi(MP), GS, AIGBOO in presence of Sri Manoj Sinha Ji then MOS Railway, FM reaffirmed that pension will be implemented. 31.07.2018 to 03.08.2018 AIGBWO and AIGBOO GS n OS camped at Delhi met with then MOS Finance, Additional Secretary Sri Ravi Mittal Ji, JS Sri Suchindra Mishra on 03.08. 2018 pursued about apartfrom other aspects Pension option to all cut off date etc.,later in the evening in North Block FM office Sri Peeyush Goyal Ji informed that Pension File is cleared. Initially it was decided that option will be to all but it is learnt that PSB outfits lodged their anguish about 2018 whereas, in their case it is 2010, resultantly, 2010 and onwards deprived of the legitimate right. For XI Bipartite Settlement/ Officers Joint Note implementation AIGBWO and AIGBOO under leadership of Sri Girish Chandra Arya Ji since 21-22 October, 2020 followed with 12.11, 23.12 and thereafter on number of occasions held followed up with Secretary, Additional Secretary, JS , latest being on March 10, 2021 BMS top dignitaries led by GS, Org. Secy and In-Charge Financial Sector Sri Arya Ji met with Honourable Union Finance Minister Smt. Nirmala Sitharaman Ji demanded for early implementation of wage Revision and formation of Rashtriya Gramin Bank, IV Pay fitment in BRKGB etc. DFS tinkered orders dated 01.04.2001 are in blatant disregard to Apex Court Mandamus,against which agitation launched getting overwhelming response support for which we express gratitude and call upon to make the programme grand Success with this zeal and faith. On this auspicious Foundation Day let us pledge to our organizations the only organizations n RRBs commited to fulfil RURBAN dream as well as Constitutional rights will continue to, Rashtriya Gramin Bank will be established soon.
